Visitors who register can upload the amount of pictures set by administration (you). Members can contact other members. Non-members can surf the site and vote on randomly displayed pictures. This script is setup with a newsletter to keep the admin (you) in touch with members. It also comes with a banner rotator which allows admin (you) to sell banner advertising.
